CONCISE DEMOGRAPHICS
MUD 180 was codified as a utility district with the remit of providing water and sewer services to the area of approximately 490 acres located fifteen miles north of downtown Houston and just a mile north of Beltway 8. Its prime location provides easy access to the rest of the Greater Houston Metro Area via direct access to major freeways such as I-45 and US 290, which has spurred extensive residential, commercial and high value additive light manufacturing development throughout the district and its immediate environs. Raj Development Corporation became the Developer of MUD 180 in 1993, and approximately 367 acres within the district have been developed into 1564 single family homes, 135 commercial units, as well as a handful of multifamily, academic, and religious developments. Approximately 48 acres are designed for public use, rights-of-way and easements which have been adopted for use as an extensive hike and bike trail system, which connects to the hundreds of miles of trails throughout Harris County.
In addition to acting as the developer for the district, through our affiliate Mint Homes, RDC participated in the building of about 800 of the single-family homes in the area, details of two the subdivisions developed during this time can be found below.
As of December 2020, 75 acres of land remain undeveloped in the district, and RDC is in the process of bringing the following developments to market in that space over the next 5 years.
BUILDING INFRASTRUCTURE
REALIZING RETURNS WHILE BUILDING A COMMUNITY
Through a strong partnership with Harris County MUD 180, Raj Development Corporation has led a revitalization of the community via our work as the developer for the district. In this effort, RDC has undertaken the design and installation of critical infrastructure such as sanitary and storm sewers, paving, electricity, and telecommunications to support internal projects while also serving and enhancing the community wirt large.
To support the development of the remaining land within the district’s borders over the next 5 year, RDC is engaging in substantial improvements to the current stormwater drainage system of the district in a multi-million dollar expansion of the current detention capability and installation of a drainage trunkline.
In order to support RDC’s plans to bring high density single family and multifamily projects to the district, a $15 million dollar infrastructure expansion of well water and sewage capacity will also be undertaken. It is through value additive development of this type that RDC has generated an annual average of 22% IRR over the course of its involvement in the district, while ultimately creating over $400 million dollars of taxable value - all without any debt or external investment partners.

Located minutes from Beltway 8, FM 1960, Interstate 45 and the George Bush Intercontinental Airport, Harris County MUD 180 is close to many local businesses, and provides easy access to the various cultural, culinary, and educational offerings across the tri-county area . The District is located in the highly acclaimed Klein Independent School District, and the local elementary, middle, and high schools are in close proximity. The communities that make up the district are located in the Champions sub-market, and are in close proximity to the full breadth of shopping, restaurants, and recreation in the immediate area. Finally, easy access to major highways mean the primary employment centers of the Greater Houston area are all a short drive from the communities that make up the district.
GROWING PORTFOLIO VALUE VIA LONG TERM COMMITMENT
As Raj Development Corporation completes its final developments in the district over the next five years, modalities of development that are new to the district will be introduced. This will result in the realization of sustained long term revenue generation through the creation of higher density single and multi-family units as well as substantive new commercial space.
The three decade plus presence of RDC in MUD 180 illustrates how a long term focus can create successful projects and dynamic neighborhoods that can sustain value appreciation for all stakeholders. Upon the completion of all pending projects, RDC will continue its partnership with the district through the retention of a revenue generating portfolio of multi-family and commercial developments.
